Dr. Chang focuses on the research of electronic design automation technology. Through long-term industry-university cooperation, he has discovered the practical challenges on the design of nano-scale SoC (System on Chip), such as process variation, power consumption and verification, etc., and has developed effective algorithms, circuit architectures, and EDA software/tools. Dr. Chang is renowned for the optimization of VLSI logic circuits, and his research result on area optimization is leading the world in performance and is adopted by two major EDA companies. In recent years, he has served as the Associate Editor of IEEE TVLSI, TCAD, and ACM TODAES journals in the field of logic optimization. Many research and development results have been published in leading journals such as IEEE TCAD, TVLSI, TC, ACM TODAES. Dr. Chang also served as the Executive Committee of ICCAD and ASPDAC, the top-ranked conferences in this field. His research results have been recognized internationally, with high international visibility and influence. He also won the "Outstanding Research Award from the Ministry of Science and Technology" and the "Outstanding Electrical Engineering Professor Award" from the Chinese Society of Electrical Engineers. Focusing on AI software in recent years, two papers have been published in 2019, including Taiwan’s first paper in ICLR, the top-ranked AI conference./P>

Dr. Chang served as the Executive Director of the National Program on Intelligent Electronics of the Ministry of Science and Technology (2011-2015), integrating industry and university research and development capabilities towards medical, green energy, automotive, and 3C electronics. He was also the coordinator for planning the Semiconductor Moon-shoot Project of Ministry of Science and Technology. He coordinated opinions of industrial experts, scholars and governmental officers, and setup several research directions regarding semiconductor manufacturing processes, IC design and other forward-looking technologies. He is currently the Academic Director General of the Award Committee of the Taiwan Semiconductor Industry Association (TSIA), and was the sixth chairperson of the Taiwan Semiconductor Industry Association (TICD) and the coordinator of the Microelectronics Department of the Ministry of Science and Technology. During his career National Tsing Hua University (NTHU), he has served as Associate Vice President for Research and Development, Chair of the Department of Computer Science, Director of Industrial Research Institute Joint R&D Center, Director of Integrated Circuit Center and Director of AI Center.

Dr. Chang was the Deputy General Director of the Electronic and Optoelectronic System Research Laboratories (EOSL), Industrial Technology Research Institution (ITRI). He dedicated to the development of emerging technologies on semiconductors and AI, and played a critical role of the "AI on chip Demonstration Project" conducted by the Executive Yuan. He was appointed as the Executive Secretary to organize the working committee, to integrate industry-university R&D capabilities, to lead the planning of technological roadmap, and to launch the AI-on-Chip national program. He is currently the Vice President and Executive Secretary of the AITA Alliance (AI on Chip Taiwan Alliance).
